Washington Tier 2 incentives: eligibility, applications and limits

Washington’s Tier 2 Early Adopter Incentive Program offers a base incentive of $0.30 per eligible square foot to qualifying owners who demonstrate the required compliance. Eligible multifamily owners may qualify for an enhanced calculation. Payment requires an application and approval, depends on participating utilities and available program capacity, and is not guaranteed by coverage or hiring a filing service.

Official starting point: Washington requirements and guidance.

Check eligibility before treating an incentive as income

The program is separate from the obligation to comply. RCW 19.27A.220 sets eligibility and incentive conditions; Commerce administers the application process. Confirm the building, ownership, compliance route and serving utilities using the current program page and its linked guidebook.

Build a short eligibility record before adding an expected payment to a project budget. Record the building ID, relevant area calculation, utility providers and who will complete the application. If the ownership entity, address or utility arrangement differs across records, resolve that discrepancy first.

  • Identify every utility serving the building and confirm program participation.
  • Separate the compliance area calculation from the area eligible for an incentive.
  • Keep owner/entity details consistent with utility and application records.
  • Check current application instructions and eligibility before committing costs.

Understand the base and enhanced calculations

Commerce calculates the base at $0.30 per square foot after excluding parking, unconditioned and semi-conditioned spaces. The multifamily enhancement can raise the total to up to $0.75 per eligible square foot or estimated compliance cost, whichever is lower. If the cost estimate is below the base amount, Commerce uses the base rate. The enhancement is not an extra $0.75 added to the base. See the program's payment explanation.

For a hypothetical 30,000 eligible square feet, multiplication at the base rate gives $9,000. This is arithmetic only: it does not establish that a particular building has 30,000 eligible square feet, is approved or will receive that amount. Keep any working estimate clearly marked as conditional.

Consider the anti-displacement commitment separately

Residential landlords seeking the enhanced calculation must commit to the Anti-Displacement Agreement and upload the signed attestation. The current agreement and guidebook are linked from Commerce's program page. Review the actual commitments before signing; a higher potential payment should not be treated as a reason to accept terms without understanding them.

An owner can first assemble eligibility and estimated-cost information without representing that the agreement has been signed. Record who is authorized to evaluate and accept the commitment. See the multifamily Tier 2 guide for the wider building and record questions.

Prepare the application around the compliance evidence

Commerce receives the applications through the Clean Buildings Portal and reviews compliance and incentive eligibility. The Tier 2 compliance checklist covers the underlying benchmarking, EMP, O&M and reporting package. Follow the current program guidebook for the incentive-specific steps and deadlines.

A practical application folder can include the area support, ownership details, utility list, current compliance-cost estimate where relevant, and the applicable signed documents. Keep confidential tax or utility information in the secure application process, not in an introductory email.

Before submission, ask the preparer to explain which entries are estimates, which are supported by records and who owns each remaining task. Retain confirmation numbers and all requests for correction. A saved draft or a service invoice is not evidence that Commerce has approved an incentive.

Know who pays and what can affect timing

Payments come from participating utilities after the program's approval steps. Tax-credit availability and the utility's payment capacity can reduce or delay the calculation or payment. Commerce also describes allocation when several utilities serve a building and says an owner may need to provide a W-9 to the utility.

Keep your cash-flow plan able to absorb a delay or a different approved amount. Separate the service agreement, the compliance submission and the incentive decision in your records. Ask the utility or Commerce about an application-specific issue rather than assuming another owner’s payment experience predicts yours.

Questions to resolve before proceeding

Bring a building-specific list to your utility, Commerce or preparer. The useful question is not simply “How much can I get?” It is “What evidence supports my building’s eligibility, calculation and payment route?”

  • Which building and eligible area are being used?
  • What compliance evidence remains incomplete?
  • Does every serving utility participate, and who administers the payment?
  • Is the multifamily enhancement relevant, and has the agreement been reviewed?
  • Who will track corrections, approval and the actual payment?

Match preparation help to the remaining work

Meter & Mortar provides remote preparation of Washington Tier 2 records and filing support. An assessment can help identify the documents and scope to review; it does not reserve incentive funds or approve an application. The published pricing is separate from any incentive estimate. Use official current guidance for program decisions, and request help before assuming a payment will cover a service fee.

This is an owner-focused explanation, not a determination for a particular building. Requirements and program terms can change. Check the linked current official materials and confirm the building-specific route with Commerce and the responsible professionals.

Meter & Mortar is an independent service provider. Preparation support does not constitute Commerce approval or an incentive award. For service scope, see published pricing and submission responsibilities.
