Clear terms.
Service by service.

Fees are independent of any incentive. The signed Order defines the selected scope and responsibilities. Applicable tax treatment is reviewed separately.

Proposed terms remain review drafts and must be adopted before client use.

A1 payments & cancellation

A1 is $5,900: $2,950 at signing and $2,950 at submission. Before complete initial drafts of both EMP and O&M are delivered, the initial payment is refunded less $750. After both drafts are delivered and before submission, the $2,950 initial payment is retained; the remaining $2,950 is not due unless submitted. At submission the total fee is due. If Commerce rejects the A1 filing and the provider cannot correct it, the paid second installment is refunded.

Other services

These fixed A1 amounts do not apply to every product. Non-A1 cancellation rules and proposed B, C4 and C6 final-payment triggers remain review drafts and must be adopted in the Service Order before client use. F1–F4 use signing/document-handover installments. Nothing here automatically renews or authorizes future charges.

C1 conversion credit

The paid $1,250 C1 fee credits toward any A or B filing purchased within 12 months, once for the same building. The Order records the original paid invoice and how the credit is allocated. It is not applied twice.

Planning dates & eligibility

The approved A4 price applies to a confirmed production slot starting March 15–April 23, 2027; A5 applies after April 23. These are firm commercial dates subject to actual capacity, not a utility guarantee or statutory safe-start date. Exemption applications follow Commerce’s rule of no later than six months before the mandatory compliance date; the exact accepted cutoff must be confirmed before quoting a calendar date. An extension requires its own qualifying grounds, evidence and current application window. Rules checked October 25, 2026.

Service boundaries

D4 site visits and D5 Tier 1 full filings, audits and engineering stamps are excluded. Repairs and capital work are excluded. Limited Tier 1 O&M drafting in F is distinct from Tier 1 attestation. F7 is conditional Tier 2 evidence review on F1, never an unsupported or partial signature for sale.

Free help & other resources

Start with Commerce’s forms, guidance and help desk. Ask your utility about data support and any accelerator program. Commerce also lists Tier 2 assistance and BEACON resources.

Owners in Bellevue, Issaquah and Redmond can check the Eastside Clean Buildings Incentive Program for current eligibility, available places and scope before paying for overlapping help.
